Who We Are?

The Albanian School of Public Administration (ASPA) is a central public institution aimed at training civil servants of central and local government, independent institutions, and any other individuals outside the civil service. ASPA has been active since 2000, initially organized as the Institute of Public Administration Training (ITAP) and, since 2013, as the Albanian School of Public Administration. The organization and functioning of ASPA are regulated by Law No. 152/2013 “On Civil Servants” and Decision No. 138 of the Council of Ministers dated 12/03/2014 “On the Rules for the Organization and Functioning of the Albanian School of Public Administration, the Training of Civil Servants, and of Any Other Individual Outside the Civil Service.”

ASPA offers various services within the framework of classroom training and online training for public administration employees and any other interested individuals. Each year, ASPA trains about 5,000 public officials, based on more than 100 training modules. ASPA collaborates with trainers from public administration, the academic world, and local expertise in various fields.
